Abstract: | Investigations of the possible impact of the introduction of the U.K. National Minimum Wage (NMW) in April 1999 has focused on the analysis of a sector especially associated with low-wage employment, that is, care homes. This article attempts to add to these research findings by utilising the Earnings Top-up Evaluation (ETUE) survey carried out from 1996 to 1997, and 1999, aimed to over-sample establishments operating in low-wage sectors. The panel element of the ETUE is utilised to carry out a similar analysis. However, in addition to this 'establishment-level' analysis, information on employment and wages in three non-managerial skill groups is utilised. A negative employment effect of the 1999 NMW is identified, although this is only true of one of this study's indicators of NMW impact with small magnitude. |
