Abstract:Besides being a long-standing concern in national broadcasting systems, the protection of minor against programmes harmful to their development has been recognized as a primary issue by the Television Without Frontiers (TWF) Directive. The need for adequate protection also in the context of on demand services has come up during the policy discussions accompanying the recent reform of the Directive, but without an agreement over the means to achieve the objective. This paper outlines the evolving regulatory regime and introduces the legislative proposal sketched by the institutions during the course of the ongoing reform process. The analysis shows that while the concern for protecting underage persevers, the designed rules for on-demand services enforces concern for the effectiveness of protection.
