Abstract:This article analyses the attempts to assure public access on on free-to-air television, specifically in regard of sport programmes, through the provisions of Article 3a on the EU's Television Without Fronties Directive and explores the modifications introduced by the Audiovisual Media Services Directive. The implications of the legislation on consumers, broadasters, sports governing bodies, and other stakeholders are evaluated at the same time. The paper focuses on the reasons for choosing the regime, and it argues that the regulation is maintained by two competing arguments. Those to arguments are then analyzed within the context of Sabatier's advocacy coalition framework.
