Abstract: | This paper explores the circumstances influencing whether public services sector managers manipulate the measurement information (here as: info) used to assess performance (here as: perf.), and if so, what level of deception might be used. In order to identify possible configurations of contexts-mechanisms-outcomes providing possible explanations of info manipulation, a Delphi survey and the collection of critical incidents via interviews are used. In a projects's later stage the configurations will be further tested through another Delphi survey, with the intention of developing proposals for improved governance of public services perf. measurement systems. |
