Abstract: | The application of an analytical framework to competing union and central Government objectives in the UK to produce a new pay determination system for professional civil servants and how incorporation of these objectives into this new system had a profound impact on its structure and how it operated. Traditions of civil service pay determination. Bargaining unit and pattern of union representation. Union objectives: grading structure, pay determination and strategy.
