| Abstract: | In 1988 the Government launched a reform of the Civil Service. According to Sir Robin Ibb's "The next steps" report the Civil Service was too big to be managed as a single entity, and it should be broken down into separate agencies. This article looks into the human resource implications of the establishment of agencies and the extent to which the "freedoms" are rhetoric or reality. |
