Abstract:Tariff policy is aimed at promoting economic development. The industrial sector (here as: i-s.) tariff (as: trf./trfs.) structure may reflect characteristics of the industries protected. This study aims at identifying the effect of trfs. by taking advantage of multilateral trf. liberalization using reductions in i-s. trfs. in other world regions as instruments for sectoral trf. reductions in South Africa. Based on data from 28 manufacturing sectors from 1988 to 2003, it is found that trf. reductions have stimulated labour productivity when instrumented by multilateral trfs. Through ordinary least-squares estimates, there is shown downward bias which confirms the endogeneity of trfs. There is found some support for the importance of competitive pressure and technology spillover from trade liberalization.
