Abstract:One of the persistent characteristics of occupations claiming professional status is exclusion (Parkin,1974). Professional status derives from a clearly defined body of applied knowledge and rights to practice limited to those with relevant credentials. Associations representing occupations such as management, where practice is not regulated, often attempt to find other bases for exclusion. This article describes how the Institute of Health Services Management has moved away from a dominating concern with exclusion to a more empowering approach to management development.
