Abstract:In 1984 the new Canadian government's first blueprint on banking reform threatened the four big banks of Canada. by allowing insurance, merchant banking and other conglomerations to set up commercial banks. At the same time, the big banks were not given new powers. The international developments, however, compelled the government to change its plan, and liberalize banking rules. Moreover, smaller banks were badly shaken by the collapse of the oil price, and some of them were incorporated by the big banks. The big banks have emerged as the winners from the turmoil.
