| Abstract: | This article compares the changing higher education policies in Germany and Australia during the past two decades. The authors review in what extent the transformations have occurred and how marketisation, neo-liberalism, national policy and internationalization of higher education have contributed to it. According to a frame analysis of higher education policy, both Germany and Australia are next entering a post-public era in higher education. |
