Abstract:A two-period general equilibrium model is set up to analyse the impact of protection on the welfare of the protecting country in the case of dynamic learning (infant industry). Increased protection unambiguously reduces the welfare of a small country and raises the welfare of a large country only if its tariffs were initially below their optimum levels. These findings hold even if the learning process exhibits increasing returns. Third country restrictions to trade in a good subject to learning effects would lower the welfare of exporting countries and raise the welfare of nonrestricting importing countries.
