| Abstract: | The degree of penetration of the telephone service in the Eastern European countries and the USSR is currently about one mainline for every ten people. Eastern Europe is relatively virgin territory for civil mobile networks. But it is difficult to force through quick changes in the business culture from a centrally planned to a market-oriented philosophy. Would-be western investors will face several difficulties. |
