Abstract:People's personal experiences with civil servants (henceforth as: c-srts.) frequently are not consistent with the stereotype of c-srts' reputation of being lazy. This study develops a model of an economy with workers differing in laziness and in public service (here as: p-s.) motivation. When c-srts' effort is unverifiable, lazy workers find working in the p-s. highly attractive, possibly crowding out dedicated workers. With a verifiable effort, a cost-minimizing government optimally attracts dedicated workers and laziest workers by offering separating contracts.
