Abstract: | The purpose of this study is to establish how the task of the project management is influenced by the context in which change is progressed. The context of project management varies from setting to setting, from project to project, and across time. Contextual variation implies differential selection and appraisal criteria for project managers. In high vulnerability contexts, technical expertise is comparatively less important, and it would appear prudent to select managers who can combine knowledge of project planning and control techniques with "power skills" in mobilizing support, negotiating resources, communications, stimulating enthusiasm, and overcoming and blocking resistance. |
