| Abstract: | In the whole 1980s, the rent that paid by the urban citizen is about 0.73-1.52% of per capita living expenses. From 1981 to 1992, an amount of annual hiding rent allowance for urban citizen grew from 44.05 yuan (RMB) to 241.55 yuan per capita, it thus became a non-wages income of the citizen/staffs and workers. This paper believes that an entire commercialization of housing should be the way to reform housing system. |
