| Abstract: | Influence by unified planned economy, China carried out a controlled foreign trade policy for a long time. To transform the operation system of foreign trade enterprises, we must separate the functions of the government from those of the enterprise and give the enterprises the power of decision. The property of right should be defined clearly. The enterprises not only should have the power of controlling the capital, they but also should be responsible for remaining value and increasing value. Laws and regulations should be perfected and proper managers are needed. |
