Abstract:Something strange is happening in Croatia. A third of the country is still occupied by Serbs and a large slice of the budget is needed to cope with the aftermath of the war of 1992. Yet inflation appears under control and foreign direct investment is picking up. Privately, government officials are even talking about 2% economic growth this year - a prospect which is difficult to reconcile with many foreign bankers' view that Croatia is still a war economy.
