| Abstract: | Gareth Evans was in a reflective mood. Speaking to regional businessmen just before leaving Osaka last week, the Australian foreign minister mused about how quickly the Asia Pacific Economic Cooperation forum had grown since its launch in Canberra six years ago. Back then, his government deployed just 30 policemen to guard the 24 ministers present. For this year's APEC extravaganza, the Japanese authorities assembled a 25,000-strong force to protect the 18 delegations, including leaders attending a two-day informal summit. |
