Abstract:Bulgaria's incompetent and corrupt government of ex-communists quit last month after a month of strikes and street protests by a population short of food, medicine and fuel. On the same day in the next-door Siberia, after three months of daily demonstrations in Belgrade, the authoritarian president Slobodan Milosevic agreed to recognise local election victories by the opposition. Two weeks later, Romania's new premier promised his compatriots "nothing other than work, sweat and austerity".
