Abstract:Shanghai is the "dragon head" of economic development in China. But it is still facing a problem of fundamental importance, the same as the whole country does, that is, the shift of economic growth mode. According to the actual economic situation of Shanghai, this paper considers that the government and enterprises should take joint action to realise the shifts in eight aspects including the duality of the government and enterprise, grouping in organisation , internationalisation in business, upgrading in industrial structure. It also raises six measures including increasing SCI-tech input.
