| Abstract: | In view of the inadequate effective demand at present, the author thinks that it is difficult to realize the 8% GDP growth rate. The actual growth rate is estimated at 7.5% or so. The method of stimulating export by devaluing RMB, thus bringing along labour and economic growth is undesirable for such a method has produced very little effect in Southeast Asia, South Asia and Japan. In view of the fact that the fiscal and monetary policies in fact, have shifted from "being tight" to "being loose" since July, 1998, the author suggests that the government's next-step fiscal and monetary policies highlight adjusting the expectations of enterprises, families and individuals by the mode of fine turning. |
