Abstract: | Two initiatives of the World Trade Organization (or WTO) that can lead to the lowering of prices of information technology (IT) equipment and telephone services are the Information Technology Agreement (or ITA) and the Negotiations on Basic Telecommunication Services under the General Agreement on Trade in Services (called GATS). There is made a brief attempt to identify the "best performing countries" on the basis of progress made against commitments under both the Information Technology Agreement (or ITA) and the GATS. Whether the levels of Internet usage in these countries support the suggestion that policies aimed at cheaper equipment costs and cheaper telephone services increase the likelihood of success in e-commerce is examined. |
