Abstract:The European Union strives a better labour market performance through implementing the Lisbon and European Employment Strategies. The goal of these strategies is to modernize the work organization by developing a partnership with the help of an ‘appropriate’ regulatory framework. In the 1970’s the European labour laws were introduced and their aim already then was to strengthen the relationship between employers and workers. More recently the changes in the organizational and economic environments have led to a higher appreciation of workplace democracy issues within the social policy agenda. The authors consider the impacts of the new Directive on Information and Consultation with Employees (ICE) in the context of the mentioned modernization of the social policy of Europe. Through this consideration the workers’ consultation laws and their history in Europe will be re-examined and the economic rationale for regulating the social dialogue of workplaces will be evaluated.
