Title:Political budget cycles: do they differ across countries and why?

Abstract:This article examines the relation between elections and fiscal policy and uses a large panel data. The results show evidence of political budget cycles. On average, governance fiscal deficit increases by almost 1 % of GDB in election years. It also found that the political budget cycles are significantly larger and statistically more robust in developing than developed countries. The authors propose a moral hazard model of electoral competition to explain this difference.
