Abstract:Measuring consumer perceptions of ethical business behavior, the Business Ethics Index (BEI) is extended to four ex-communist countries, that is, to Bulgaria, Poland, Romania, and Russia. For Bulgaria, the two past dimensions are on the negative side of the scale. Yet, Bulgarians appear to be optimistic for the future ethical behaviour of businesses. For the future, the same optimism is found for all four countries, the highest scores being for Romania. Three hypotheses are proposed for the unusually high scores of the past ethical perceptions by Russians.
