| Abstract: | Exchanges/swaps created a market in liabilities, which increased the ability of borrowers to reduce exposure to the risks of interest- rate movements. According to the author the market of liabilities allows treasurers to manage liabilities and assets. The author discusses this swaps boom and suggests that the new market may have made some banks vulnerable to risks by default. |
