Abstract:It's the first time that West German public broadcaster ARD has been forced to cut its advertising rates. ARD admits that its difficulties are due to the rise of commercial broadcasters. ZDF has managed to attract high ratings for its early evening soaps. In the first half of this year, ARD lost 19.5 % of its early evening viewers to other stations.
