Abstract:Soviet technology was insufficient to exploit Kazakhstan's natural resources to the full. But now that western oil companies have been asked to join in, oil seems key to the country's economic potential. After showing signs of derailment earlier this year, the economic reform process in Kazakhstan appears to be back on track. The IMF recently approved a modified stand-by arrangement for the central Asian republic. Monthly inflation has been falling, and the country's parliament is soon expected to enact fresh reform legislation. Perhaps most importantly, Kazakhstan and Russia are said to be moving toward agreement on the construction of a new pipeline that would greatly increase Kazakhstans export earnings.
