Abstract: | Belarus is freeing its markets and selling state enterprises. But will new president Alexander Lukashenko help or hinder? Shortly after he was elected in July, Lukashenko declared himself in favour of a state-regulated economy. "If businessmen help me out of our crisis, I'll help them," he said, "but if they just try to make bigger profits, they'll find it hard. The new government has set itself the goal of halving the budget deficit to 6% of GDP by the end of 1994. One essential step will be the abolition or reduction of subsidies on food, transport, rents, water and heating; the prices of bread and milk, for example, may rise tenfold. |
