Abstract: | Moving the national government out of Tokyo is now being seriously studied and discussed. In December 1996, the Diet passed legislation establishing a 20-member council that is now at work considering candidate sites for the relocation of "capital functions" - the core elements of the legislative, executive and judicial branches of the national government. The specifics of a plan are thus beginning to take shape. The main objectives of relocating capital functions are to reform Japan's political and administrative system, which has begun to exhibit "system fatigue". |
