Abstract: | This paper gives an overview of industrial change in developed countries , focusing on the heavest polluters in the economy. There is an immense potential for environmental improvement above and beyond end-of-pipe measures. Without changes, the environmental situation in the most advanced industrial countries would have been considerably worse, in spite of impressive investment in clean-up. The actual change has resulted nowhere in absolute and sustained improvements. In highly developed countries neither relocation of dirty industries nor their general decline, nor ecological modernization within environment-intensive sectors has been a strong enough motor to go beyond a mere delinkage to a real reduction of the structural environmental impact of industry. |
