Abstract: | This paper aims to critically examine through a knowledge management (KM) lens the existing "art" of public policy making. Drawing on pragmatic philosophy and limited government precedents, identified and recommended is the implementation of a prospective legislative impact statement requirement by and for the U.S. Congress. It is concluded that development and application of the prospective legislative impact statements is feasible etc. |
