Abstract:Referees for journals are often paid nothing for their work. Even those journals that do offer something for timely review typically pay considerably less than referees can receive for their time spent elsewhere. This paper provides a possible explanation of why referees are paid so little. The first puzzle is why some referees are willing to perform their task without payment. The second conundrum is why publishers do not find it worthwhile to pay referees and hence improve their performance and consequently the quality of their journal.
