| Abstract: | The convergence point of reform and development is to develop tertiary industries. Developing tertiary industries itself is development as well as reform. This characteristic enables us to find a basic way of alleviating or even completely detouring the process contradictions between reform and development, thus obtaining an important strategic opportunity of "hitting two birds with one store".
