Abstract:Most evaluations of EU programs are based on a top-down logic. This study has a different approach, evaluating the programmes on subjective criteria defined by the actors in the tourism industry themselves. It applied a 'snow-ball' method to identify the assistance structure. Bornholm may be viewed as a success story regarding attraction of funds from the EU. The application of a bottom-up research method has enabled to distinguish the problems for the local tourism industry that the programmes have had success in alleviating, from where it has had less success. The main findings are that the programmes are most well suited to help the tourism sector overcome tractable problems such as low hotel standards and lack of cooperation on a common strategy.
