| Abstract: | This paper draws on the recent experience of preparing a mid-term review of the Samoa Tourism Development Plan 1992-2001. A four-step methodology is outlined: identification of the key elements of plan, evaluation from four distinct but inter-related perspectives, identification of current issues and formulation of an updated Development Action Programme. |
