Abstract:It is argued in this paper that preconditions for welfare benefit entitlements (here as: b-entls.) based on labour market (here as: l-m.) prospects can be counterproductive when they create an incentive for individuals to refrain from any investment earlier in life that could improve future prospects. B-entls. based partly on investments made prior to l-m. entry are Pareto-improving.
