Abstract:In recent years German fiscal policy accepted massive budget deficits and so prevented and even sharper fall in total effective demand. Although the budget for 1994 marks a change of course, the restrictive measures which have been announced or introduced will make their effects felt only gradually. The deficit cannot be expected to begin to come down until 1995, when significant tax increases come into effect. Even so, the decline in the deficit will be less than the additional revenue generated for the public purse by the imposition of the solidarity supplement on income tax.
