Abstract:During the first half of the 1990s German fiscal policy has been extremely active, indeed at times hectic. Its first task was to cope with the diverse consequences of Unification; more recently the need was to manage the consequences - declining fiscal; revenues and the cost of unemployment - of the economic recession. Between 1990 and 1994, government activity increased sharply as a proportion of GDP. The financing of the Unification process will be put on a more solid foundation, while the burdens originating from economic recession will gradually ease.
