Abstract:Ombudsman is not authority and his powers are not of authoritarian nature.His function is double: he protects individuals and supervises organs of public authority.He gives protection to individuals by investigating their complaints and by proposing abolition of irregularities, if he finds out, that the complaints are sound.He has no formal legal means at his disposal to take steps and he cannot render legally binding decisions.Competent organs are bound to reach to the proposals of ombudsman and inform him about their decisions.If they do not act in such a way, or do not take his proposals into consideration, ombudsman may inform about this a superior organ, national assembly or the public.Despite little powers ombudsman is an effective organ for controlling the institutions of public authority in a democratic state governed by the rule of law.
