Abstract:What a difference a year makes. The spring of 1996 found Russia's bankers running scared. Most of the hottest post-Soviet financiers signed the infamous "Letter of 13", imploring Boris Yeltsin to cancel the impending presidential election and make common cause with his adversary, Communist Gennady Zyuganov. Today Russian pundits joke that their country has entered the period of "Seven-Banker Rule" (Semibankirovschina). The phrase recalls the "Seven-Boyar" period which preceded the reign of Ivan the Terrible.
