Abstract:Since the time of Adam Smith and David Ricardo, the question of why a country specializes in the production and export of certain goods and imports other goods, has been the most important question in international trade. Clearly, unless we can identify the causes of international trade, its effects or the effects of various trade and industrial policies are almost impossible to predict. But to date, the attempts to determine empirically causes of specialization and net trade have been fairly disappointing.
