| Abstract: | The study shows that non-incentive compatible pricing rules effectively destabilise bidder cartels, when in a certain auction or a public tender internal stability is measured by the incentive of cartel members to deviate from the cartel agreement, and the external stability of the bidder cartels is low, when the cartel's loss, due to cartel outsiders, is high. The review advocates the use of non-incentive pricing rules. One Table and fourteen equations accompany the study. |
