Abstract:Goal programming and regression analyses of similar models produce similar parameter estimates, measures of goodness of fit and inference about natural monopoly. The finding that American Telephone and Telegraph Co. is not a natural monopoly depends on the treatment of serial correlation and the nature of the constraints imposed. Without constraints imposed, the existing Bell System data are not informative on the natural monopoly issue. Finding better data and not alternative estimation metrics would be a more fruitful line of inquiry.
