Abstract:As part of a legislative package designed to reform the finance of local government in England and Wales, the government has proposed simplifying the measures of need to spend. The measurement of need to spend on education continues to be an important aspect of the system of local government grant finance. The overall framework of the current education grant related expenditure is described in some detail, focusing on the particular problem, within the overall framework, of estimating the number of children with high needs. It is argued that in the case of the education expenditure, greater fairness would be served not by simplification but by a small movement in the opposite direction.
