Abstract:A procedural systems engineering model is presented. It is shown how this model can be used to make a construction project goal-oriented and well-structured. The phases of the planning process are determined according to the SIA standards. These standards make the coordination between the task force and the project committee easy and comfortable. If the construction project itself is faultless, the planning methodology guarantees a tight control over the different project phases. Special attention is paid to the deadlines and delays. There is an effective cost control mechanism within the system. The information elaborated this way can help critically examine both the results and the original objectives.
