Abstract:The county of Istria has 40% of total accommodation facilities in Croatia.Their utilisation is seasonal and discontinuous.Use of the dynamic method of company's value assessment would result in an approximate business-economic value.Due to the seasonal character, specific for tourism , the value obtained using the substitution method is too high.The result of privatisation of most hotel-industry companies is unfavourable from the point of motivation (the integral business situation, profits, risks etc.).The comprehensive privatisation of the tourist complex in Istria has not been accomplished yet. Tourism is classified as capital intensive branch of economy, based on the criterion of the results of substitution method of assessment.Authorised management is inhibited by nominal disproportion in the value of assessment, according to the metthod used, the concept of privatisation of the capital, the sale of big system.The aim of the privatisation of tourist facilities is profit.A significant profit, when looked at from point of ownership, is achieved by using peripheral or decomposed capital or source of value: hotels, disco clubs, restaurants etc.The sale of systems instead of their components is counterproductive in tourism.Our recommendation is that the state should establish a holding company for Istrian tourism in order to direct and encourage the sale of non-privatised capital.
