Title:A survey of methods of work in the training system of the ministry of internal affairs

Abstract:The article presents the results of the research project entitled Forms and Methods of Teaching in Training Programmes in Internal Affairs Bodies which was finished in December 1995.Our aim was to assess the present system of training and to find the elements which make a training system effective.We compared nine different training programmes organized by the Ministry of Internal Affairs for its employees and drew the following conclusions: ( 1 ) the aims of the programmes have to be adjusted with the content; (2) there is no effective co-ordination among various offices within the Ministry which organize the courses; (3) implementors from the Ministry offices have to learn the ways of motivation and effective communication; (4) active methods of teaching and experiential learning are the most appropriate method of work, having in mind that "students" already prossess work experience and certain background knowledge.The results of the research were presented to the organizers of training at the round table.The discussion confirmed our conclusions and showed at certain weaknesses which were not measured by the research.As long as the need for change in the present training system is not recognized by the top management, no changes for better can be expected in such a hierarchical organization as the police.
