Abstract:Electronic commerce contains a potential for creation of a global marketplace with enermous commercial potential. E-commerce is now taking off in Europe. The phenomenon will affect a multitude of industrial and service sectors, and it will make a revolution in business relations. Despite the optimistic forecasts, regulatory obstacles and gaps could hinder the development of electronic commerce. Without common rules the risk is that individual countries will fill in the gaps with differing rules. Getting the balance right between legislation and market forces is the current challenge facing the EU and most industrial countries.
