| Abstract: | Although it is essential for business,the single market is not yet complete. The greatest problem areas are transport, public procurement and intellectual property. Some major items of unfinished business are highlighted in the action plan whose objective is to complete the single market by 1.1. 1999 to coincide with the introduction of the single currency. In all probability some of the gaps will remain unfilled. |
